3 September 2010

Consumers are warned to beware of scam merchants making phone calls to unsuspecting Lancashire residents. Please warn your friends and neighbours of the following:

1. Calls purporting to be from the Office of Fair Trading claiming that the consumer is due to receive a refund for overpaid bank charges, of around £800 to £3,000. The money will be received once a deposit of £195 is paid at the nearest post office, probably by money transfer (we do not have a complainant who has paid so far). The consumer will be given a receipt and later that day an official from the OFT will deliver a cheque to their door.

2. Calls purporting to be from Microsoft, claiming there are viruses on the computer and they need to sort this out. Consumers are asked to log on to various websites where they will be talked through certain steps, involving running a programme which may allow the caller to take control of the computer. On some occasions consumers are asked for bank details, on other occasions they take steps which allow another to obtain access to their computer, which may include access to personal details.

3. Bogus calls to students from 'Student Finance' informing them there has been a hitch with their student loans, and they will have to give their bank details again by clicking on a computer link if they wish to receive the money.

4. Cold calls falsely claiming to be from utilities companies, asking if there is anyone over 70 in the house, offering various energy-saving products and charging £100 for them.

5. Resurrection of the scam where a cold caller falsely claims to be from a borough council and attempts to get bank details out of a consumer in order to repay them previously overpaid council tax charges.

6. A scam where consumers who have previously lost out on shares frauds with American links are informed the US government has a scheme where they recover the defrauded amounts, and then pay 85% of the lost share value. The consumer needs to pay for this service, and on one occasion the amount quoted was £25,000. The trader claims to be linked to a British bank and gives a name listed with the Financial Services Authority.

Refer any complaints to Lancashire Trading Standards Service, 55 Guildhall Street, Preston, Lancs PR1 3NU via Consumer Direct tel 08454 040506.

MORE than 100 new jobs are to be created after a major Olympic supplier firm announced a move to a Chorley industrial estate.

Production Glassfibre will be manufacturing the moulds required to make specialist diving boards for the London 2012 Olympics at state-of-the-art premises at Buckshaw Village.

The move is expected to create more than 100 new jobs and the company has already promised the jobs will be ring-fenced for local people.

Coun Peter Goldsworthy, leader of Chorley Council, said: “It really is fabulous news that Production Glassfibre is to create its headquarters here and will be looking to recruit locally as the business develops.

“This is the latest prestigious company to move into Buckshaw Village and follows in the footsteps of Kimberly Clark which announced its move to the area over the summer creating 140 new jobs.”

Production Glassfibre is the UK’s largest moulder of Glass Reinforced Plastics (GRP) and its products are used in industries such as health care, defence, construction and architecture, water and sewage, house building and
motorsport – as well as
Olympic diving boards.

Group managing
director Steve Grossi said: “We are pleased to be
coming to Chorley, it is the next major step in our
development.

“It is an opportunity to
create state-of-the art facilities using the very latest manufacturing techniques with the local skills to have the site operate as our headquarters and the base for all research and development and technical development.

“We will be bringing existing staff and recruiting 15 new staff initially, however, this is likely to increase to 110 as research and development is brought to Chorley.”

The company has proved a huge success story since starting as a small operation run from a church building with just five employees.

It then went on to supply major industries in Scotland.

Over the past six years it has acquired three other businesses in Blackburn, Bedford and Skelmersdale which has seen it expand its product and client portfolio.

Now the company employs 250 people and has a European wide reputation for its products.

“It will occupy four units at Buckshaw Link to complete the manufacture of the diving boards for the 2012 Olympics – a project it has been working on for the last 12 months.

Coun Goldsworthy added: “Buckshaw Village is the ideal location for new business with its fantastic new premises and excellent transport links and we will do our utmost to help and support any new business to the area.”

While the weather of the summer holidays during August 2010 may not be remembered for being the sunniest or warmest on record – the smiling faces,...

While the weather of the summer holidays during August 2010 may not be remembered for being the sunniest or warmest on record – the smiling faces, sounds of laughter and cheers from young people taking part in holiday activities all contributed to breaking the programmes attendance record.

The 2010 three week long programme proved to be so popular extra places were provided by organisers, so not to disappoint young people who came in their droves to take part.

A major contribution to the success of the scheme is the fact young coaches from FA Charter Standard Club Astley & Buckshaw Juniors FC deliver an inclusive, action packed programme of coaching skills and mini games sessions.

The programme is organised by Astley & Buckshaw Juniors FC club welfare officer and local councillor Mark Perks and has been running since 2003 in conjunction with Astley Village Action.

Cllr Mark Perks commented, "Over the years we have used a number of venues such as Chorley Rugby Club, Parklands High School this year we moved back to our roots in Astley Village, the combination of using the local community centre and the sport pitch on Westway has been easy to manage, providing a good base for lunch and toilet breaks and an excellent grass pitch for the activities.

I have been amazed just how many young people attended and how quickly the scheme booked up but what has provided the most satisfaction were the number of parents who only booked one week ringing up to book their child for further weeks.

This has given our young coaches and volunteers a massive boost in confidence and makes running the session all the more gratifying. We also managed to take part in the Astley Village Fun Day organised by residents and Places For People."

As in previous years, the programme also allows a number of volunteers from the local community the opportunity to gain experience working alongside the coaches in delivering activities for young people. This year Jasmine (a previous attendee), Jamie and Zack joined the programme, they all wish to progress into sports coaching themselves and a big thank you to them for making the three weeks such a success.

A NUMBER of new play areas are to be created and existing ones improved across the borough following a £300,000 investment from Chorley Council.
...

A NUMBER of new play areas are to be created and existing ones improved across the borough following a £300,000 investment from Chorley Council.

The projects include £30,000 for a new skate park in Euxton, £51,000 for new equipment and surfacing at the South Road play area, in Bretherton, £37,000 for a refurbishment of Mawdesley village play area and £21,000 for the creation of a wetland memorial garden at Chorley Cemetery.

Members of the council’s executive cabinet are set to approve the schemes at their meeting on Thursday (September 2).

If approved the money will be funded through the council’s play and recreation fund, which is made up of ‘section 106’ contributions.

Councillor Peter Malpas, who oversees planning on the executive cabinet, explained: “When developers come along and build extra housing they may have to make financial contributions to meet any needs arising from the new development.

“This could be for highway improvements, open space or community facilities, depending on what they’re building and how it affects the immediate area.

“The agreement made for this is called a section 106 agreement.

“The play and recreation fund takes some of that money and makes sure it goes towards play facilities and areas in the borough.”

Parish and town councils and community groups were invited to bid for money through the fund in December last year.

A total of 20 applications were made, totalling more than £400,000.

Councillor Malpas said: “There are going to be a lot of improvements to individual play areas across the borough if these recommendations are agreed, and that’s great news.”

Newsletters

Firstly let me apologies for the lack of a Newsletter last month with a two week break for my holidays and a heavy work schedule when I returned it was not really feasible to be able to produce one.

Talking about the newsletter I am sure that you will have all heard about the reductions in the Police’s budgets across the whole of the country. Lancashire Constabulary obviously is not immune to these measures and we have been asked to reduce the amount of paper/photocopying and postage that we utilise on a daily basis. The main outlay that I use across a 12 month period is the printing/distribution of the monthly newsletters.

I am sure whether the vast majority of co-ordinators already are aware that once produced the newsletter is forwarded by mail and then emailed through to co-ordinators who are already registered on the Email Alert system.

I am appealing to all the co-ordinators who have the capability to receive the Newsletters in this format, but do not take the opportunity to reconsider and let us try and get more recipients doing so electronically.

If you can reduce your requirements, for printed copies, by either taking the newsletter via email, then forwarding to your residents, or by taking a reduced number of copies and sending them around to more than one person I would be grateful. You can email me at Margaret.Rushton@lancashire.pnn.police.uk or telephone me at 01257-246384.
Date for Your Diaries

On Saturday 6th November 2010 the Open Spaces Watch will be one year old and to celebrate we are organising a day of activities and attractions at Astley Park Courtyard and Conference Facilities.

The day will run from 11 a.m. until 3 p.m. and there will be plenty of things to do for all the family, come rain or shine.

Why not put this date in your diary and come along and support Chorley & District Neighbourhood Watch Association celebrate the first anniversary of this initiative.

Cycles

The main point of concern over the crimes during the last two months was the number of cycles which have been stolen across the area. The total number for the last three months is 114 cycles stolen across the Chorley & District area this is compared to 67 during the same period last year.

Please find some crime prevention measures in regard to protecting your bicycle:

Look at the security on your bike and purchase a “Secured by Design” approved lock, or ask for a recommendation at a bike shop. Purchase a security chain which cannot be cut by hand held bolt croppers (e.g. Almax)

Hi there

We are just moving into Guernsey Avenue and having a 'mare of a job finding about ground rent as detailed in our legal covenant ... but the property is freehold. Does anyone pay a ground rent of £5 pa in addition to their management service charge?

Not worried about the £5 but about the horrendous back charges for non payment that seem to be reported on this site! Would be interested to hear experiences and if you do pay the £5 who does it go to as it doesn't seem to be RMG or Barratts!

Also any hints and tips for new residents would be useful.

“If anyone locally is looking to become a football coach with the aim of running a team them we would be delighted to hear from you.”
The club, who play on pitches at Derian House, Westway and Parklands, currently runs seven teams ranging from under nines to the youth team.
